SELF-DETERMINATION PROGRAM (SDP)

Every individual deserves services and supports that are truly built around their unique strengths, goals, challenges, and dreams. The Self-Determination Program gives families the ability to create individualized supports that promote independence, inclusion, safety, growth, and quality of life.

At Stand Out Advocates, we walk alongside families through every step of the SDP process with compassion, understanding, and practical guidance. We understand how overwhelming the process can feel, especially when trying to balance budgets, services, providers, and the daily needs of your loved one.

Our team assists families with spending plans, budget development, person-centered planning preparation, individualized service identification, SDP transitions, vendor coordination, independent facilitator collaboration, service implementation, and ongoing support. We also help families advocate for appropriate services when requests are denied, reduced, or misunderstood.

We believe every spending plan should reflect the real needs of the individual — not a one-size-fits-all model. Whether families need support with independent living skills, behavioral services, social development, educational support, parent coaching, transportation, advocacy, or community integration, we help create meaningful plans that support long-term success and stability.

IHSS & PROTECTIVE SUPERVISION

Caring for a child or adult with disabilities often means providing supervision, structure, redirection, and support around the clock. Families frequently carry enormous responsibilities while trying to navigate systems that can feel confusing and emotionally exhausting.

Stand Out Advocates helps families secure and maintain In-Home Supportive Services (IHSS), including Protective Supervision and other supportive service hours that help individuals safely remain in their homes and communities.

We assist with initial applications, annual reassessments, Protective Supervision requests, paramedical services, medical accompaniment hours, behavior documentation, preparation for county assessments, Notice of Action reviews, conditional withdrawals, and State Hearing representation.

Our advocates take time to truly understand each individual’s daily needs, behaviors, impairments in judgment, and supervision requirements so families can accurately present the level of care being provided. We help families organize documentation and communicate their loved one’s needs clearly and effectively.

Our work is grounded in California IHSS regulations, including Welfare and Institutions Code provisions, Manual of Policies and Procedures (MPP), and applicable All County Letters governing Protective Supervision and supportive services.

medi-cal & waivers

Access to Medi-Cal and waiver services often plays a critical role in maintaining healthcare, therapies, home supports, and long-term services for individuals with disabilities.

Many families are unaware of available waiver programs or struggle to understand complicated eligibility rules and service systems.

Stand Out Advocates helps families understand and navigate Medi-Cal-related programs, including Institutional Deeming Waivers, HCBS Waivers, home and community-based supports, medical necessity documentation, and service coordination.

We work closely with families to help ensure services across Medi-Cal, Regional Center, IHSS, and educational systems work together in a way that supports stability, continuity of care, and long-term success.

SPECIAL EDUCATION & IEP

Every child deserves an education that supports their learning style, communication needs, behavioral needs, emotional well-being, and long-term growth.

Navigating the special education system can feel intimidating and overwhelming for many families. Meetings are often filled with technical language, conflicting opinions, and decisions that can significantly impact a child’s future.

Stand Out Advocates provides compassionate educational advocacy to help families better understand their rights and actively participate in the IEP process.

We assist families with IEP meeting preparation and attendance, Independent Educational Evaluation (IEE) requests, Functional Behavioral Assessments (FBA), Behavioral Intervention Plans (BIP), accommodations, related services, transportation concerns, placement disputes, transition planning, manifestation determinations, and special education dispute resolution.

We assist with disputes involving IHSS, Regional Center services, Self-Determination Program services, Medi-Cal, educational services, CCS, and other disability-related support systems.

Our team helps families review notices, prepare evidence, organize documentation, file appeals, prepare for hearings, and advocate effectively throughout negotiations and administrative proceedings.

EARLY INTERVENTION & DIAGNOSIS

Families caring for loved ones with disabilities are often managing appointments, therapies, meetings, assessments, documentation, school concerns, behavioral needs, and multiple agencies all at once.

regional center

Regional Center services can provide critical support for individuals with developmental disabilities and their families throughout every stage of life. Unfortunately, many families struggle to understand available services, navigate meetings, or advocate for supports their loved one genuinely needs.

At Stand Out Advocates, we help families feel informed, prepared, and supported throughout the Regional Center process.

We assist with eligibility evaluations, intake preparation, IPP meetings, service requests, respite services, behavioral supports, social recreation, independent living services, supported living services, transition planning, vendor coordination, and fair hearing preparation.

Our approach focuses on individualized advocacy that recognizes the whole person — not simply a diagnosis. We work to ensure services reflect each individual’s health, safety, behavioral, educational, social, and developmental needs while supporting long-term independence and community inclusion.

ccs

​California Children's Services (CCS) is a state program for children with certain diseases or health problems. Through this program, children up to 21 years old can get the health care and services they need. CCS will connect you with doctors and trained health care people who know how to care for your child with special health care needs. We offer our assistance and knowledge of navigating through these state based programs to you and your family. We’ve helped many families just starting out as well as those who have been denied for years. Our experience and holistic approach is essential to anyone in need of CCS.
